About

State of Alaska’s Treasury Division manages government cash operations that support payroll, revenues, vendor payments and investment activities. As a public-sector treasury team, it operates within a highly structured procurement environment and oversees significant daily cash activity across multiple banks and accounts.

Solutions leveraged:

Challenges

State of Alaska needed to replace an aging treasury workstation after a disaster recovery review exposed unacceptable operational risk. Key challenges included:

  • Limited portability that reduced confidence in restoring operations from a back-up facility after a disruption
  • Inability to reliably reconstruct the cash position if the team had to relocate operations quickly
  • High operational and financial risk tied to payroll administration, revenue processing, vendor payments and investment management continuity
  • Rigorous state procurement requirements that eliminated several vendors during the request for proposal (RFP) process

Solution

By partnering with Ripple Treasury, powered by GTreasury, State of Alaska replaced its legacy treasury workstation with an ASP (active server pages) solution designed for mobility and disaster recovery readiness. The team selected Ripple Treasury based on the quality of its RFP response, customer service track record, flexibility within the state’s procurement process and competitive pricing. These solutions were deployed:

  • Cash Ledger Reporting With Microsoft SQL Server Reporting Services (SSRS): Built a tested workaround using Ripple Treasury’s report writing tool and SSRS to meet cash ledger requirements, including opening and carried-forward balances.
  • Cash Position Reconciliation: Supported a three-way reconciliation across bank balance and transaction reports, the Ripple Treasury cash ledger and the Alaska state accounting system.
  • GL (General Ledger) Coding Automation: Standardized cash management processes by automating assignment of the correct GL code to incoming cash transactions, while routing exceptions for review and approval.
  • Data Quality Repair Reporting: Created reporting to identify missing reference fields and help the team correct errors and omissions discovered during validation.

Benefits

With Ripple Treasury, State of Alaska brought consistency to its cash management operations, gaining stronger controls, greater continuity confidence, and more automation across daily workflows:

  • Standardized cash management processes and procedures, improving control and supporting automation across daily workflows
  • Automated GL coding for the majority of incoming cash activity, reducing manual effort while keeping policy-driven exceptions under human review
  • Improved continuity confidence through a more portable, re-locatable treasury operation aligned to disaster recovery needs
  • Maintained operational performance by establishing an annual cash ledger cut-off process to manage database size and sustain system responsiveness

Conclusion

State of Alaska transitioned from a legacy workstation to a more resilient cash management operation built for continuity, control and scale. The treasury team now runs standardized workflows, stronger reconciliation and improved automation while planning future integration with a replacement enterprise resource planning (ERP) system and evaluating additional modules such as bank performance analysis.

Ripple Treasury brought all the necessary management and technical staff to ensure that a complete and effective solutions was delivered and implemented.
